Dear partners of African small-scale fisheries,

In 2024, small-scale fisheries continued to face threats from various powerful sectors of the blue economy: from the development of coastal tourism, which has led to the continued eviction of small-scale fishing communities, to competition from industrial fishing and oil and gas exploitation. All of this happened despite unprecedented recognition in international forums of the importance of preserving small-scale fisheries. These challenges are also compounded by the impact of climate change.

Small-scale fisheries have a voice

Small-scale fisheries organisations from every continent took part in large numbers in the FAO Committee on Fisheries held in Rome in July 2024. At the event, they demonstrated the need for their presence and highlighted the importance of protecting their rights. It is true that for millions of men and women, the small-scale fisheries sector continues to be the main provider of employment, food security, livelihoods and well-being. The sustainability of the sector, which accounts for 90% of employment in the fisheries sector and 40% of global catches, will continue to depend on guaranteed preferential access to fisheries resources, protection from the blue economy industries, the inclusion of the gender dimension in small-scale fisheries, transparency in fisheries management and, finally, the development of communities that are resilient in the face of climate change.

The small-scale fisheries sector in African, Caribbean, and Pacific countries also contributed to the debates at the 8th meeting of OACPS (Organisation of African, Caribbean and Pacific States) ministers responsible for fisheries and oceans. Among the key issues addressed were the essential promotion of transparency, accountability, and the participation of all stakeholders at national, regional, and international level.

And finally, in November 2024, women fish processors and fishers from 14 West African countries attended a workshop organised by CAOPA to discuss access to land for women in small-scale fisheries. The participants noted that women rarely own land, and that evictions are often carried out without notice or compensation. They concluded that, in 2025, they will need to explore possible new alliances to defend their coastal tenure rights: strengthening national associations is the first step towards an international coalition in order to carry women's voices in the struggle for land ownership.

Ten years - that is a long time!

CFFA has been waiting for it for almost ten years: the dialogue on the development of a regulatory framework for fishing joint ventures has finally been initiated. Following up on a 2015 EU Long Distance Advisory Council (LDAC) recommendation, the LDAC and CFFA organised a seminar in Berlin in May 2024, "The Role of Fishing Companies with Investments and Operations in Third Non-EU countries", focusing on Africa case studies.

This dialogue is a starting point, but in their conclusions, the participants agreed on the need to develop “a legal framework at the level of African countries, applicable to all vessel, irrespective of the country of origin of the actual shipowner.” This framework should ensure that fishing joint venture operate sustainably, do not compete with the local small-scale fisheries sector, and contribute to local economies and food security.

A new landscape after the European elections

The outgoing European Commissioner for the Environment, Oceans and Fisheries has left his successor the legacy of bringing to completion an evaluation of the Common Fisheries Policy (CFP). In addition to this evaluation, the new Commissioner is tasked with developing a "European Oceans Pact", under which the CFP and all other policies affecting the oceans will be brought together, in the interest of coherence. The Commission is also due to publish a communication on its fisheries agreements with third countries. In any case, it promises to be an eventful year for the European institutions – Commission and Parliament either way.

Transparency: to speak out, you need to be informed

In 2024, CFFA continued to denounce the financialisation of conservation, in particular the forms of financing that seek to "close the funding gap" but which are negociated behind closed doors between some very large environmental NGOs and governments, such as debt-for-nature swaps. These swaps involve buying back part of a country's national debt in return for investment in environmental conservation, particularly through the creation of marine protected areas.

CFFA condemns the impact of these projects on small-scale fishing communities and calls on governments to demonstrate transparency and improve information, monitoring, and participation mechanisms in order to avoid marginalising coastal communities, as has already been the case in the Seychelles, Belize and Gabon. As a women fish processor said during a discussion on this subject: "when you are informed, you know where to stand, when you are informed, you know what to say, when you are informed, you can go and talk."

In this respect, the Fisheries Transparency Initiative (FiTI) will be celebrating its tenth anniversary in 2025, providing an opportunity to take stock of the needs of small-scale fisheries in terms of fisheries transparency and to examine the possibilities for the sector to improve its participation in governance.

The context of climate crisis and biodiversity loss has prompted governments to agree to protect 30% of the oceans by 2030 through the creation of marine protected areas. While conservation initiatives can be an opportunity for coastal communities, marine spatial planning can also have a direct impact on their livelihoods. It is important to effectively involve these communities in the co-management of these areas because these communities have been conserving and sustainably using aquatic biodiversity for thousands of years. To this end, small-scale fisheries organisations and environmental and development NGOs issued a joint statement at the FAO Sub-Committee on Fisheries Management in January 2024. They stress that the implementation of this objective requires "participatory, gender-sensitive National Action Plans that recognize the essential role of local fishing communities and indigenous peoples for biodiversity conservation".

Wouldn't transparency, information and participation be the watchwords of 2025?

Et puis, finalement, des femmes transformatrices et des pêcheurs de 14 pays d’Afrique de l’Ouest se sont réunis en novembre 2024 lors d’un atelier organisé par la CAOPA pour débattre du thème de l’accès de femmes de la pêche artisanale au foncier. Les participantes ont dressé le constat que les femmes ne sont que rarement propriétaires foncières, et que les déguerpissements se font souvent sans préavis et sans dommages et intérêts. Elles ont conclu que, en 2025, il leur faudra explorer des nouvelles alliances pour défendre leurs droits fonciers. En effet, pour porter la voix des femmes quant à l’accaparement de leurs terres, le renforcement des mouvements associatifs nationaux est une première étape vers une coalition internationale.

Dix ans, c’est long !

CAPE l’attendait depuis près de dix ans : le dialogue sur le développement d’un cadre réglementaire pour les sociétés mixtes de pêche s’est ouvert. Faisant suite à une recommandation du Conseil consultatif européen de pêche lointaine (LDAC, en anglais) de 2015, le LDAC et CAPE ont organisé à Berlin en mai 2024 un séminaire, intitulé « Les entreprises de pêche ayant des investissements et des opérations dans des pays tiers non membres de l’UE », en prenant des cas en Afrique.

Ce dialogue constitue un point de départ, mais dans leurs conclusions les participants se sont accordés sur la nécessité de développer « un cadre juridique au niveau des pays africains, applicable à tous, quel que soit le pays d’origine de l’armateur effectif ». Ce cadre devrait garantir que leurs opérations sont durables, qu’elles n’entrent pas en concurrence avec le secteur de la pêche artisanale locale et qu’elles contribuent aux économies locales et à la sécurité alimentaire.

Nouveau paysage à l’issue des élections européennes

Le commissaire européen sortant à l’environnement, aux océans et à la pêche a laissé en héritage à son successeur la finalisation d’une évaluation de la politique commune de la pêche (PCP). En plus de cette évaluation, le nouveau commissaire a pour mission de développer un « pacte européen pour les océans », sous lequel se retrouvera la PCP ainsi que toutes les autres politiques touchant aux océans, dans un souci de cohérence. Il est aussi prévu que la Commission publie une communication concernant ses accords de pêche avec les pays tiers. Une année mouvementée se dessine, donc, pour les institutions européennes – Commission et Parlement, en tout cas.

Transparence: « pour discuter, il faut être informé »

En 2024, CAPE a continué de dénoncer la financiarisation de la conservation, en particulier ces formes de financements qui cherchent à « combler le déficit de financement », mais qui se font dans l’opacité entre certaines très grandes ONG environnementales et les États, tels que les échanges de dette contre nature. Ces échanges constituent le rachat d’une partie de la dette nationale d’un pays en contrepartie des investissements de ce même pays dans la conservation de l’environnement, en particulier à travers la création d’aires marines protégées.

CAPE dénonce l’impact que ces projets peuvent avoir sur les communautés de pêche artisanale et demande qu’à l’avenir, les gouvernements fassent preuve de transparence et améliorent les mécanismes d’information, de suivi et de participation afin d’éviter une marginalisation des communautés côtières, comme cela a été le cas aux Seychelles, au Belize et au Gabon. Comme le disait une femme transformatrice lors d’un échange sur ce sujet : « lorsqu’on est informé, on sait où se placer, quand on est informé, on sait quoi dire, quand on est informé, on peut aller discuter ».

À ce sujet, l’initiative pour la transparence des pêche (FiTI) fêtera le 10e anniversaire de sa création en 2025, l’occasion de faire le point sur les besoins de la pêche artisanale en matière de transparence des pêches et de voir quelles sont les possibilités pour le secteur d’améliorer sa participation à la gouvernance.

Le contexte du réchauffement climatique et la perte de biodiversité a poussé les gouvernements à se mettre d’accord pour protéger d’ici 2030 30 % des océans par le biais de la création d’aires marines protégées. Malgré que les initiatives de conservation puissent être une opportunité pour les communautés côtières, la planification de l’espace marin peut aussi avoir un impact direct sur leurs moyens de subsistances. Il est important d’impliquer de façon effective ces communautés dans la cogestion des espaces car, ces communautés conservent et utilisent durablement la biodiversité aquatique depuis des millénaires. En ce sens, des organisations de pêche artisanale et des ONG environnementales et de développement ont fait une déclaration commune à l’occasion du Sous-comité de gestion des pêches de la FAO qui s’est tenu en janvier 2024. Elles insistent sur le fait que la mise en œuvre de cet objectif passe par des « plans d’action nationaux transparents, participatifs et sensibles au genre qui reconnaissent le rôle essentiel des communautés locales de pêche artisanale et des Peuples Autochtones dans la conservation de la biodiversité ».

Transparence, information et participation ne seraient-ils pas les maîtres mots de 2025 ?
